Typical Rockwell hardness prior to any hardening = 85 HRB (163 Brinell), could reach 45HRC (430 Brinell)

recommendations:
ASME SA-516 Gr 70 Vs. 316L St. Steel
516-70 have higher yield strength than 316L (38Ksi to 34Ksi)
516-70 have lower elongation percentage (Higher Toughness) than 316L (21% to 55%)
516-70 will always yield to a higher hardness and toughness due to Cr, Mo, and V carbides when annealed.
